    O STRATEGIJI

Jadranska-jonska regija je dom za više od 70 miliona ljudi, ključna za geografsku cjelovitost Evrope kao funkcionalno područje definisano prvenstveno Jadranskim i Jonskim morem. EU Strategija za Jadransko-jonsku regiju (EUSAIR) povezuje devet zemalja: četiri države članice EU (Hrvatska, Grčka, Italija, Slovenija ) i pet zemalja koje nisu članice EU (Albanija, Bosna i Hercegovina, Crna Gora, Srbija i Sjeverna Makedonija).

EUSAIR promoviše ekonomski rast i prosperitet u regiji poboljšavajući njegovu atraktivnost, konkurentnost i povezanost. Takođe ima za cilj zaštitu životne sredine i ekosistema mora, obale i kopna. Očekuje se da strategija doprinese boljoj integraciji zemalja kandidata i potencijalnih kandidata širom regije u EU.


    EUSAIR FACILITY POINT  – ULOGA PROJEKTNIH PARTNERA

EUSAIR Facility Point je strateški projekat devet partnera u osam zemalja, sa ciljem podrške procesima koji se implementiraju u okviru makro-regionalne saradnje Jadransko-jonske makro-regije. Sloveniji je povjereno upravljanje ovim partnerstvom. U projekat su uključeni projektni partneri iz  osam zemalja učesnica: Albanije, Bosne i Hercegovine, Crne Gore, Grčke, Hrvatske, Italije, Srbije i Slovenije.

Projektni partner iz Bosne i Hercegovine je Direkcija za evropske integracije Vijeća Ministara BiH, a projekat se realizuje u periodu od 01.05.2016. do 31.12.2022. godine, a u okviru programa Jadransko-jonske transnacionalne saradnje INTERREG  ADRION 2014-2020 (prioritet 4).

      PILLAR 1 – PLAVI RAST

Plavi rast predstavlja dugoročnu strategiju za razvoj potencijala evropskih mora i priobalnih područja. Obuhvata teme poput plave energije, akvakulture, pomorskog i obalskog turizma, pomorskih resursa i plave bio-tehnologije. Stub Plavi rast promoviše inovacije u pomorstvu i razvoj pomorstva u Jadransko-jonskoj regiji. Prethodno pomenuto realizovaće se promovisanjem održivog ekonomskog razvoja, stvaranjem novih radnih mjesta i poslovnih prilika.

Stub Plavi rast fokusira se na tri teme:

– plave tehnologije (promovisanje istraživanja, inovacije i poslovnih prilika),

– ribarstvo i akvakultura (održiva proizvodnja i konzumacija podova mora),

– upravljanje morskim basenom, pomorstvom i pružanjem usluga.

Grčka zajedno sa Crnom Gorom koordinira rad u okviru ovog tematskog stuba, a u radu Tematske radne grupe za ovo područje iz Bosne i Hercegovine učestvuju predstavnici Ministarstva vanjske trgovine i ekonomskih odnosa BiH, sektor za poljoprivredu, ishranu, šumarstvo i ruralni razvoj.

      PILLAR 2 – POVEZIVANJE REGIJE

Fragmentacija u Jadransko-jonskoj regiji rezultirala je infrastrukturnim nejednakostima – posebno između država članica EU i zemalja koje nisu članice EU. Potrebne su bolje transportne i energetske veze kao ključne za ekonomski i socijalni razvoj regije.

Stub „Povezivanje regije“ poboljšaće transportnu i energetsku povezanost tako što će:

– pojačati pomorsku bezbjednost, kao i razvoj lučkog sistema,

– stvoriti pouzdane transportne mreže,

– uspostaviti dobra povezanost i funkcionalnost internog tržišta energije.

Da bi se postigli ovi ciljevi, ovaj stub će se fokusirati na tri teme:

– pomorski saobraćaj,

– intermodalne veze sa zaleđem,

– energetske mreže.

Italija zajedno sa Srbijom koordinira rad u okviru ovog tematskog stuba, a u radu Tematske radne grupe za ovo područje iz Bosne i Hercegovine učestvuju predstavnici Ministarstva vanjske trgovine i ekonomskih odnosa BiH, sektor za energetiku, kao i Ministarstvo komunikacija i prometa Bosne i Hercegovine.

      PILLAR 3 – KVALITET ŽIVOTNE SREDINE

Kvalitet životne sredine je izuzetno značajan kako bi se osigurala ekonomska i socijalna dobrobit stanovnika regije. Ovaj stub će se baviti kvalitetom životne sredine kroz saradnju na regionalnom nivou, kao i očuvanje zaštićenih područja i ekološki značajnih područja. Ciljevi su da se osigura dobar status ekologije i životne sredine morskog i priobalnog okruženja, da se zaustavi gubitak biološke raznolikosti i devastacija ekosistemskih usluga u EU, da se upravlja otpadom smanjujući protok otpada i drugih zagađivača u more i rijeke.

Fokus će biti na tri teme kako bi se postigli ovi ciljevi:

– morsko okruženje,

– zagađenje mora,

– transnacionalna kopnena staništa i biodiverzitet.

Bosna i Hercegovine, zajedno sa Slovenijom, koordinira rad u okviru tematskog stuba 3, a učestvuju predstavnici iz Ministarstva vanjske trgovine i ekonomskih odnosa BiH, sektor za zaštitu okoliša.

      PILLAR 4 – ODRŽIVI TURIZAM

Razvoj potencijala regije u smislu održivog turizma može se ubrzati ponudom inovativnih i kvalitetnih turističkih proizvoda i usluga. Takođe, važno je odgovorno turističko ponašanje koje uključuje sve aktere u sektoru.

Glavni ciljevi ovog stuba su:

– diverzifikacija turističkih proizvoda i usluga makroregije i rješavanje problema sezonskog turizma,

– poboljšanje kvaliteta i i inovativnosti turističke ponude .

Da bi se postigli ovi ciljevi, stub će se fokusirati na dvije teme:

– raznolika turistička ponuda,

– održivo i odgovorno upravljanje turizmom.

Hrvatska  zajedno sa Albanijom koordinira rad u okviru tematskog stuba IV, a u radu Tematske radne grupe za ovo područje iz Bosne i Hercegovine učestvuju predstavnici Ministarstva vanjske trgovine i ekonomskih odnosa BiH, Ministarstva civilnih poslova, Federalnog ministarstvo okoliša i turizma I Ministarstva trgovine i turizma Republike Srpske.

18th EUSAIR Governing Board Meeting

EUSAIR Governing Board  Meeting as well as follow-up meetings, were held in Sarajevo 5. and 6. October 2022
The main topic of the EUSAIR national coordinators meeting was the revision of the Strategy. At the Board meeting, among other things, the role of youth in the implementation of the Strategy was discussed. The implementation of the Presidency Program 🇧🇦 Adriatic – Ionian Initiative and the EU Strategy for the Adriatic – Ionian Region (EUSAIR), has also been considered, including activities implemented to date. A report from the meeting of thematic coordinators on topics: blue growth, connecting the region, environmental quality, sustainable tourism was also presented.

 

8th EUSAIR Forum Sarajevo

The 8th EUSAIR Forum commenced successfully with perfect organisation. In the opening speeches, the relevance of enlargement and the need for joint efforts of both member states and candidate countries was stressed. The challenge of brain drain and focus on youth was highlighted as another key area for the region, how to create opportunities for the young to stay in the region of origin. For this, we need to work with the youth and not just for the youth as Commissioner Fairrera has put it. This calls for reinforced commitment to establish the Eusair Youth Council.

Twin transition for a greener and digitally enhanced  Europe needs to be supported by increased social cohesion.

The revision of the Action Plan as one of the main activities of the chairing country was once again recognised as means to address all these issues. The last Eusair Governing Board adopted decisions on the introduction of Enlargement as a new horizontal topic and a new Social Pillar addressing the topics of youth and skills

Conference "Economic Empowerment of Women: Encouraging New Synergies in the Adriatic - Ionic Macroregion"
As part of the Presidency of Bosnia and Herzegovina Adriatic – Ionian Initiative (AII) and the European Union Strategy for the Adriatic – Ionian Region (EUSAIR), a three-day conference called “Economic Empowerment of Women: Encouraging New Synergies in the Adriatic – Ionic Macroregion” began in Sarajevo today. The conference is hosted by Agency for Gender Equality of Bosnia and Herzegovina , Ministry of Human Rights and Refugees of Bosnia and Herzegovina with the support of the Permanent Secretariat of Adriatic – Ionian Initiative and UN Women Bosnia and Herzegovina .
Workshop for the introduction of a potential social thematic pillar in EUSAIR
As part of the 🇧🇦 presidency of the  Adriatic – Ionian Initiative (AII) and 🇪🇺 Strategy for the Adriatic – Ionian Region (EUSAIR), a two-day workshop for the introduction of a potential social thematic pillar in EUSAIR has begun today in Sarajevo.
Croatia launched a debate on the introduction of a potential social thematic pillar in EUSAIR in accordance with the fourth political goal of EU cohesion policy: “a social and inclusive Europe” during the EUSAIR Board of Directors held in Sarajevo in October 2022. years.
In cooperation with the Presidency of EUSAIR of Bosnia and Herzegovina, Ministry of Labour, Pension System, Family and Social Policy 🇭🇷, which also acts as the Managing Body of the European Social Fund, will moderate and lead a workshop in order to check the possibility of introducing a social thematic pillar.
The participation of policy experts, representatives of sector ministries, from the fields of employment, education and social policy during the workshop will help shape the new pillar, making it relevant for accurately addressing the needs of EUSAIR member states.

17th Meeting of the Thematic Management Group for Pillar 3 – Quality of the Environment,  in Sarajevo from 23. until 24. in November as part of the BIH presidency of  Adriatic – Ionian Initiative (AII) and EU Strategy  for the Adriatic – Ionian Region (EUSAIR).

Successfully completed meeting of the Working Group for Youth Engagement within the Presidency of Bosnia and Herzegovina Adriatic – Ionian Initiative (AII) and the European Union Strategy for the Adriatic – Ionian Region (EUSAIR)
Members of the working group discussed how to engage young people in EUSAIR in a better and more efficient way.
Workshop on the drafting of an Action Plan for the Protection of Biodiversity and the Sea

Another successfully completed workshop under the presidency of Bosnia and Herzegovina Adriatic – Ionian Initiative (AII) and the European Union Strategy for the Adriatic – Ionian Region (EUSAIR) this time on the drafting of an Action Plan for the Protection of Biodiversity and the Sea with a special focus on the possible establishment of a protected area in the Adriatic Sea that belongs to BiH.

19th EUSAIR Governing Board Meeting

EUSAIR key implementers and its supporting structures meet again in Brussels, for the 19th time.

The topics on the agenda are: the Implementation of the BiH EUSAIR Programme, follow-ups of the EUSAIR Youth Consultation, the embedding process and the Revision of the EUSAIR, overview of state of play of the Annual Report of TSG, presentation of the IPA ADRION programme, EUSAIR Facility Point, EUSAIR Governance support 2021-2027 by three strategic projects and of the AII Committee of Senior Officials.

Strengthening the promotion of innovative start-up companies and employment opportunities in rural areas of EUSAIR countries

The first International Workshop of the “Promoting EU integration through sustainable agriculture and green rural development in the EUSAIR non-EU countries” project was held in Mostar (Bosnia and Herzegovina) on 21st March 2023, gathering 58 experts from seven countries (Albania, Bosnia and Herzegovina, Croatia, Italy, Montenegro, North Macedonia, and Serbia).

The event was organized by CIHEAM Bari and the Directorate for European Integration of the Council of Ministers of Bosnia and Herzegovina. The project is funded by the Italian Ministry of Foreign Affairs and International Cooperation (MAECI) in support of Bosnia and Herzegovina during its Presidency of the EU Strategy for the Adriatic and Ionian Region (EUSAIR).

The workshop focused on ‘Strengthening the promotion of innovative start-ups and job opportunities in rural areas of the EUSAIR countries’.

A report after 1st. workshops, prepared by the Ministry of Labor, Pension System, Family and Social Policy 🇭🇷, identified 5 potential topics that will be discussed further:
👉Employment of young people
👉Development of skills for future needs
👉 Social economy as a tool for promoting sustainable jobs
👉 Social inclusion with different identified overlap themes
👉Health care prevention
For the needs of 2. workshops on the Social Thematic Pillar a table “Elections of Social Pillars” was distributed in order to obtain informative national views and assess the level of interest for each topic.
As in the previous workshop, experts, representatives of departmental ministries in the fields of employment, education and social policy participated
Two EUSAIR Pillar 4 Sustainable Tourism events held in Olympic Centar Jahorina

Representatives from 10 member countries of the EU Strategy for the Adriatic-Ionian Region (EUSAIR) gathered at the Termag hotel in Olympic Centar Jahorina, Bosnia and Herzegovina, to discuss sustainable tourism and youth engagement in the tourism sector. Co-organized by the Ministry of Tourism and Sports of the Republic of Croatia and the DEI Directorate for European Integration of the Council of Ministers of Bosnia and Herzegovina, the events were held in hybrid format and aimed to prepare for the upcoming INTERREG IPA ADRION 2021-2027 programme opening call for proposals. The revision of EUSAIR Action Plan was also discussed, with implications for EUSAIR implementation in the future.

Workshop on Integrated Approach to Sustainable Agriculture and Green Rural Development in the EUSAIR Region

The second International Workshop on Integrated Approach to Sustainable Agriculture and Green Rural Development in the EUSAIR Region was held in Banja Luka on 19 April 2023, with the support of the Ministry of Foreign Affairs and International Cooperation of Italy and Mediterranean Agronomic Institute of Bari. Participants from the Italy, Croatia, Serbia, Montenegro, North Macedonia, and Bosnia and Herzegovina had the opportunity to learn about the Long Term Vision of European Rural Areas by 2040 and Rural Pact, to gain insight into CAP in the new global scenario, to hear successful rural stories from the ground, as well as to share experiences and thoughts on opportunities and challenges of the rural areas.
